No reservation system and the rim road stays open year-round, but drones are banned outright: the park states "use of remote-controlled equipment (including but not limited to helicopters, drones, and other aircraft-based equipment) within Bryce Canyon National Park is prohibited by law" (https://www.nps.gov/brca/planyourvisit/filmphotoguidelines.htm).
