Getting in
Mackinac State Historic Parks names Fort Holmes among the park's landmarks and states the park itself is "open 24 hours a day, 365 days a year" across "70.5 miles of signed and interpreted roads and trails" (https://www.mackinacparks.com/attraction/mackinac-island-state-parks/). Staffed operations are another matter: "MSHP's sites are open from early-May through mid-October. Scouting and/or filming on site before or after this time is discouraged due to limited staff and non-winterized buildings." (https://www.mackinacparks.com/about/media/film-and-photography-guidelines-2/). Ferry service, not the park, is the real constraint outside summer.
