The land manager is a partnership, not one agency — "This trail is the result of a cooperative effort with the Town of Telluride, Idarado Mining Company, Telluride Mountain Club and San Miguel County." Because commercial use is barred outright, a paid photographer is a question to put to the county before booking one (https://www.sanmiguelcountyco.gov/293/Trails).
